Can OSS notes be applied to developer CAL solutions?

Some CAL solutions come with perpetual developer licenses, for example the BW 7.4 SP8 on SAP HANA 1.0 SP8 image.

Is it possible to apply OSS notes to CAL instances created under this developer license?

Investigation so far:

• Clause 12 of the linked license says SAP won't provide support.
• We need to apply an existing OSS note because some functionality is entirely broken without it.  (For the record, OSS 2082585 is needed to edit AMDPs).
• To download this OSS note, we'd need the CAL instance setup to be able to download OSS notes.  Presumably this means registering the system with SAP OSS.
